Community Development Department

The Community Development Department oversees compliance with the Village’s Zoning, Building, Subdivision and Storm Water Codes for the planning and permitting of all development within Sugar Grove.


The main responsibility of the Community Development Department is to assist developers, local businesses and citizens through the planning and permitting approval process. From beginning to end, including application assistance, public hearings, permit issuance and building inspections this department’s goal is to ensure the safety of our citizens, protect the public health and ensure the orderly development of the community.


Planning Division

The Planning Division is responsible for ensuring that Village growth occurs in compliance with the community’s vision as established by the Village of Sugar Grove’s Comprehensive Plan. To accomplish this, staff works with applicants to develop proposals that meet or exceed the established goals of the Comprehensive Plan. This division coordinates all aspects of the plan review including land use, engineering, landscaping, legal issues, and economic development.

Planning Division staff serves as liaison to the Village Board, Plan Commission, Architectural Resources and Review Group and Economic Development Corporation.  Planning staff also: updates Village maps, maintains and updates development ordinances and the Comprehensive Plan, maintains floodplain information and assists the public with various planning and zoning questions.

Economic Development

Village Economic Development staff works in conjunction with the Sugar Grove Economic Development Corporation (SGEDC) and a variety of business service allies to encourage the retention, expansion and attraction of business that will provide an economic base and create job opportunities in Sugar Grove while enhancing the quality of life for its residents and business partners.


The SGEDC regularly works with prospective companies and developers, who are considering Sugar Grove as a location for future investments. An important part of the Sugar Grove Economic Development Corporation’s mission is business retention. A new business outreach/visitation program exists to assist Sugar Grove businesses in their day to day operational needs, as well as in their capital project proposals. Building Division

The Building Division is responsible for the review and issuance of all building permits and inspection of all new and renovated structures to ensure they meet all applicable codes. Building Division staff coordinates all aspects of building permit review including planning and zoning, engineering, financial and economic development. Staff also assists the public with various building related questions. Our Permit Center houses forms and information.

Effective May 1, 2026, the Village will adopt the 2021 International Residential Code, Building Code, Fire Code, Mechanical Code, Property Maintenance Code, Swimming Pool & Spa Code, Fuel Gas Code, Illinois State Mandated Code for Electric Vehicle Charging Act, and the 2020 National Electrical Code, including all amendments. Additionally, the current 2014 State of Illinois Plumbing Code, 2018 Illinois Accessibility Code, 2021 NFPA 101 Life Safety Code, 2021 International Existing Building Code, Gas Leak Detector Bill, Smoke Detector Act, Fuel Gas Detector and Alarm Act, 2021 International Solar Energy Provision, and 2024 International Energy Conservation Code (which is currently being codified) have been adopted.
