Holiday Lights Contest 2024

Show Your Holiday Spirit!

The holiday season is upon us, and there's no better way to celebrate than by transforming our beautiful town into a winter wonderland. The warmth of our community shines brightest during this season, and we want to showcase the magic that resides in Sugar Grove.

 

Who Can Participate: This contest is open to everyone who lives within the Village of Sugar Grove. Whether you're a seasoned decorator or a first-time participant, we encourage all residents to share their creativity and spread holiday cheer.


Online Registration: To participate, simply email a photo of your decorated home to deckthehalls@sugargroveil.gov by December 15th. Please be sure to include your name, phone number, email, and home address.

 

Judging: Judging will be done by the Village of Sugar Grove Enhancement Advisory Group. The winner will receive a $200 gift card to the Sugar Grove Business of their choice! 

 

Contest Rules

​To ensure a fair and enjoyable contest for everyone, please review and adhere to the following rules:

 

  1. Eligibility:
  • Open to all residents of Sugar Grove.
  • Decorations must be displayed at a residential property within Sugar Grove.

 

  2. Registration:

  • All participants must register by submitting a daytime and nighttime photo of their home, along with their name, address, phone number, and email, to deckthehalls@sugargroveil.gov.
  • Registration is accepted December 1, 2024 – December 15, 2024, at 4:30 p.m.

 

  3. Judging:

  • Judging will be done by the Village of Sugar Grove Enhancement Advisory Group.

 

  4. Decorations:

  • Decorations must be family-friendly and appropriate for all ages.
  • No hazardous or offensive materials are allowed.
  • Participants are responsible for the safety and security of their decorations.

 

  5. Announcement of Winner:

  • The winner will be notified by Tuesday, December 31, 2024, by 4:30 p.m.

 

  6. Compliance:

  • Participants must comply with all local laws and regulations.
  • Failure to adhere to the rules may result in disqualification from the competition.

It appears that misconceptions have arisen regarding the recent annexation of the Crown property. Because this information has been posted directly to the Village’s Facebook page by one or more members of the public, the Village believes it is necessary to provide clarification. Specifically, members of the community have apparently been advised or are under the perception that by circulating a petition and obtaining a certain number of signatures, the Crown annexation will be placed on a ballot for referendum. However, the annexation of the Crown property was a voluntary annexation, which means that 100% of the property’s ownership sought annexation and the Owner and the Village mutually agreed upon the annexation. There are no electors residing on the annexed property. The section of the Municipal Code governing a voluntary annexation does not provide for a referendum; that is a process reserved for other types of annexations contained in the Municipal Code and which are not applicable here. Without anything actually having been filed, it is difficult to provide any further assessment. However, to reiterate, the Village does not believe that the Municipal Code provides any legal basis for a referendum in the case of a voluntary annexation.

Storm chasers are responsible for a big portion of residential roofing and siding scams. Homeowners should be aware that some storm chasers only do the bare minimum to replace the house siding and/or roof. Some don’t properly address other problems or restore the roof or siding to its original condition. Many times, homeowners are left with poorly constructed roofs or unsecured residential siding, and the fraudulent company that was once so ready to help, has vanished. Sugar Grove requests that residents do their due diligence if damage occurred to your residence. Contact your insurance company for guidance as they will have relationships with existing adjusters/contractors that perform the work. Several companies flood the areas affected after a major storm passes through our community. Sugar Grove allows individuals and companies to apply for a solicitors permit to go door to door offering their goods and services. These individuals are not endorsed by the Village of Sugar Grove and are allowed to solicit in jurisdictions per court case rulings. Just a reminder that building permits are required prior to re-roofing, re-siding and most other structural type repairs or improvements on your home. Contractors are required by Ordinance to be registered with the Village of Sugar Grove prior to performing any work. Please feel free to contact the Building Department for a list of registered contractors for the type of work that is needed on your home at 630-391-7220. Building permit information is available on our website at: https://www.sugargroveil.gov/permit-forms . Village of Sugar Grove Community Development is ready to expedite permits for needed repairs to occur. All door-to-door solicitors must have a solicitors permit from our Police Department prior to soliciting within the Village Here are some sample industry guidelines to follow: The best way to avoid the storm chaser is to do your own research. Ask to see proof of insurance and check the roofer’s license status with your local building department or licensing agency. Be wary of contractors who go door to door to offer repair services. Ask for recommendations from people you know and trust and, whenever possible, use established local contractors. Call the Attorney General’s Consumer Fraud Hotline 1-800-386-5438 to check out a contractor and to learn if any complaints have been filed against a particular business. Visit the Better Business Bureau’s central Illinois, St. Louis or Chicago websites to see if a business is a member and whether any complaints have been lodged against it. Even if there is a need to act quickly, shop around. Get written estimates from multiple contractors, and don’t be rushed into a deal. Get all of the terms of a contract in writing and obtain a copy of the signed contract. Never make full payment until all the work has been completed to your satisfaction. Never pay in cash. Be aware that you have the right to cancel a contract within three business days if you signed it based on the contractor’s visit to your home. In the case of disaster repair, you have an additional right to cancel. If your insurance carrier denies coverage, you have the right to cancel the contract within five days of when your insurance carrier denies your coverage. Ask to see required state and local permits and licenses. Insurance adjusters and roofers must be licensed by state agencies. If the contractor does not have a required license, or if the name on the license doesn’t match the name on the contractor’s business card or truck, that should raise a red flag. Please visit the Illinois Department of Financial and Professional Regulation’s website to search licenses. Contact the Department of Insurance at (866) 445-5364 to verify that the public adjuster is licensed and in good standing.

The Village of Sugar Grove is committed to providing a safe and enjoyable environment for all residents. We have recently updated our open burning regulations and strongly encourage you to familiarize yourself with the important changes outlined below. Leaf Disposal Services are Available As a reminder to our residents: The Village of Sugar Grove provides a free leaf pick-up service through our waste collection company, LRS, from April 1st to November 30th. This service is especially important due to the new ordinance prohibiting leaf burning and open burns. Please remember to place your leaves in biodegradable bags or labeled garbage cans at the curb. There is no limit to the number of bags you can dispose of, and no stickers are required. We encourage residents to take advantage of this service. Updated Open Burning Ordinance Beginning in April of 2024, the Village’s ordinance prohibits burning leaves for community health and safety. However, other forms of open burning are allowed under certain conditions. Guidelines for Open Fires What Can You Burn? Only untreated wood, using an approved, self-contained outdoor wood-burning device or structure. The fire size must not exceed 3'x3'. Banned Materials: Do not burn leaves, paper, cardboard, grass, garden trash, treated materials, rags, garbage, or similar materials. Permit Required: For prairie restoration, a state-licensed company must adhere to state statutes and obtain a permit from the Sugar Grove Fire Department. For festive or ceremonial fires, any fire over 3 feet requires a permit from the Sugar Grove Police Department. Allowed hours include 10 am—10 pm Sunday through Thursday and 10 am—12 am Friday through Saturday. For more information, please contact the Community Development Department at 630-391-7220. The Village of Sugar Grove will soon begin installing new sidewalks to enhance safety and accessibility for our community, particularly for students attending John Shields Elementary School. S idewalks will be installed along : North side of Calkins Drive from McCannon Street to Grove Street East side of West Street from Calkins Drive to Maple Street East side of Grove Street from Snow Street to Maple Street Anticipated Start Date: Week of June 24th (weather permitting) Estimated Completion : Within 30 days During this time, please note : Daily closures and temporary loss of driveway access may occur. Specific times and dates for loss of driveway access will be communicated via door hangers and yard signs distributed by the Contractor. Members of the Sugar Grove Community: The Village of Sugar Grove values your input and invites you to actively participate in shaping our community's future. Mark your calendars for a public hearing on June 18, 2024, at 6:00 p.m., at Waubonsee Community College Academic and Professional Center, 4S783 Illinois 47, Sugar Grove, IL 60554. All residents, business owners, and stakeholders are encouraged to participate and share their input on the proposed I-88 and IL-47 TIF Redevelopment Project Area. The public hearing is part of the Village’s normally scheduled Board meeting. This meeting is intended for discussion only. No decisions, approvals, or votes will be made at this time. Public Hearing Discussion Topics: - Approval of the Proposed Plan and Program - Designation of the Project Area - Adoption of the tax increment allocation financing Tax increment financing is a public financing tool that does not raise property taxes but is used to assist economic development projects. When a TIF area is designated, the amount of property taxes it currently generates stays the same. Any additional tax revenue from increases in property value will go to a special fund to improve the area. Meanwhile, schools and other services still get their usual tax amounts, so they don’t lose money because of the TIF. Additionally, a Joint Review Board, including representatives from taxing bodies, will meet on May 22, 2024, to review all relevant documents, discuss the creation of the TIF, and provide an advisory recommendation to the Village. Please note that the public hearing and Joint Review Board meetings will solely focus on the proposed TIF redevelopment project and will not include discussions about plans the developer may submit. Although a proposal has not been submitted by the developer yet, any eventual proposal will be reviewed by the board of trustees under a separate process. Public notices regarding the project and schedule are actively being distributed to several key groups. These groups include Taxing districts, those registered on the Village's TIF Interested Parties Registry, residential addresses within the Redevelopment Project Area, and taxpayers of record in the area. Relevant documents, including the Eligibility Report and TIF Plan, have been available for public review since November 2023 and continue to be accessible online and in person. We encourage community members to attend the public hearing to gain insights and ask questions. Residents are also encouraged to stay updated with Village communications regarding the project.
